On the occasion of the Zelnik Mission*, SACEM recalls the importance of necessary and legitimate dialogue with creators to offer fair, viable solutions for their works and for the entire music industry

The development and consolidation of the legal offering of content are one of the concerns of the mission dealing with "Creation and the Internet". SACEM reasserts its full commitment to contribute to consultations and debates with all players concerned. Without anticipating the Mission’s future recommendations, genuine dialogue should lead to implementing, at long last, true long-term solutions for funding and growth for creation and the world of culture.

SACEM emphasizes that, for several months, it has been calling for a consultation that goes beyond the law whose enforcement will not settle all the difficulties confronting the musical world. In particular, the law does not address the issue support for authors’ rights and the compensation for rights holders’ losses linked to the development of network file copying and sharing.

Bernard Miyet, CEO and Chairman of the SACEM Management Board: "The act of creation is at the origin of the entire chain of value generated by musical works and it is essential for the debate on the funding of creation to be structured around this cardinal principle."

It is urgent to find new resources to remunerate creation from its inception by supporting authors and composers’ basic investment, without which no works could ever come into existence.


* On September 3, 2009, Frédéric Mitterrand, the French Minister of Culture and Communication, put Patrick Zelnik – CEO of Naïve, a French record label – in charge of a mission aimed at improving legal content on the Internet.
